Yep...you TRANSMIT over that frequency (122.1, in this case, to the FSS noted) and LISTEN over the VOR frequency. On the initial call on that frequency, you state who you are, where you are, what you want, and add at the end "listening over the so-and-so VOR." Just make sure you actually are listening to the VOR frequency, with the volume up! LoL
The "22.1" is short for 122.1 and the "G" tells you that the FSS can only listen on that frequency, and only transmit over the VOR freq.
