I've been trying to ask everyone possible and nobody has given me an answer that isn't a guess.

Some approach procedures are titled, ex: "ILS or Localizer 23R" and some are just titled, ex: "ILS 23R". The title that only says "ILS" still has localizer only minimums. What's the difference????
