Here is the way that I understand this: It used to be that an ILS approach chart only said ILS 23R and had glide slope minimums and glideslope out minimums. Most people referred to an approach with the glideslope out as a Localizer approach. The ATIS would refer to a Localizer approach, and the controller would clear you for a Localizer approach. But the poor pilot from a foreign country looking through his Jeppesen charts could not find a chart entitled LOC 23R. Most of us in the US knew that the ILS approach plate was the one to use, but not everyone did. In the interest of standardization and making it easier for the worldwide pilots, all ILS approaches are being changed to ILS or LOC 23R, so that it is more clear to everyone.
