"A number of agencies and programs may also need authorization extensions, including the Federal Aviation Administration. The House passed an FAA reauthorization bill (HR 2881) on Sept. 20; however, the Senate may not be able to clear it before Oct. 1.
The continuing resolution is expected to carry a three-month extension of the FAA." CQ

Plus, I just found this.......

Because of the air traffic control association provision, as well as others in the reauthorization package, "this FAA bill is going nowhere," said Rep. John Mica of Florida, the ranking Republican on the House Transportation and Infrastructure Committee.



Factor in CIC Bush's veto threat and who knows when it will become the law of the land.

If this isn't out of the Senate and to the Committees by the 30th, is it then DOA? Or do they have a 3 month extension with the FAA Reauthorization bill???????????

Default Continuing Resoulution

The continuing resolution will fund the FAA, for what ever temporary timeline is stated( UP TO 3 months), under the present budget/law until the 2008 FAA Reathorization can be passed and signed into law.

White House Threatens Veto of FAA Reauthorization Bill
The White House, upset that Congress is refusing to drastically alter the current system of aviation fees and taxes to pay for modernization of the air traffic control system, threatened Wednesday to veto a House reauthorization of the Federal Aviation Administration.

The threat, issued in a statement of administration policy by the Office of Management and Budget, was no surprise. The administration has been pressing lawmakers to tie the FAA’s revenues more directly to the costs imposed on the system by its various users.

The statement said the bill (HR 2881) headed to the House floor Thursday “falls far short of providing critical reforms proposed by the administration. Indeed, it would make the status quo worse by undoing progress achieved in prior Congresses.”

The White House wants to replace the current system of fuel and ticket taxes with new fees that would be more closely tied with actual usage of the air traffic control system, such as per-flight charges based on distance traveled. The administration said such a shift is necessary to fund system upgrades to handle increasing volumes of air traffic.

But House members balked at that approach. On Tuesday, the House Ways and Means Committee approved by voice vote a measure (HR 3539) to raise aviation fuel taxes from 19.3 cents per gallon to 24.1 cents per gallon. The new revenue would be dedicated to air traffic control modernization.

The proposal is expected to be added to the broader FAA reauthorization bill prior to floor consideration.

Currently there are five avenues that could bring abut a change to the mandatory retirement age of airline pilots from age 60 to 65. There is the FAA’s NPRM (Notice of Propose Rule Making) plus four separate bills in Congress.

The Senate has now passed Senator Rockefeller's Transportation reauthorization bill and the House has now passed Rep Oberstar's FAA reauthorization bill. Both of these two bills include “Earmark” legislation changing the age 60 rule. Additionally, the House and the Senate each have a stand alone bill for the age 65 change. All of these bills have stalled because of political pressures.

The NPRM has stalled because the FAA wants Congress to mandate the change and escape the political consequences. ALPA and APA demand that any change must include language guaranteeing the no-return of over age 60 pilots and legal protection from law suits.

In the meantime too many good pilots are being needlessly forced out of their profession

Too bad you are being "forced" out of the profession. However, you did benefit during your career with expedited upgrades and better schedules.

Now the people behind you will benefit when you have to retire. Just think of it as "the circle of life."
