Question International TAF

Another question for the International Guys:

In regards to the below report:

9-hour TAF
FCCZ31 LKPR 300900
LKTB 301019 23010KT 9999 SCT010 BKN018 BECMG 1114 6000 -RA BKN012
TEMPO 1418 2000 DZ OVC004 FM1800 30020G30KT 9999 -SHRA BKN015CB=

This was the Decode from a website:

Nine-hour TAF issued at 0900 Zulu on the 30th. BRNO valid from ten hundred to nineteen hundred Zulu on the 30th. Wind two three zero degrees ten knots. Ten kilometres or more visibility. Scattered at one thousand feet. Broken at one thousand eight hundred feet. Becoming from eleven hundred to fourteen hundred, six kilometres, light rain. Broken at one thousand two hundred feet. Temporarily fourteen hundred to eighteen hundred. Two thousand metres visibility. Moderate drizzle. Overcast four hundred feet. From eighteen hundred, three zero zero degrees twenty knots gusting to thirty knots. Ten kilometres or more visibility. Light rain showers. Broken CB one thousand five hundred feet.

My question is: How do you know when it is in kilometers or meters?? I found several websites that did the same thing. How do I know when to apply meters or apply kilometers?

I think I just figured it out! six kilometres would be the equivalent of 6000 meters in the above report. Would you all agree?

kilo = thousand
1 meter = 3.28 feet

look at the identifier

...i dont think there are any other airports codes outside of K--- and P--- that report in english

Yes, that's what i didn't/still don't understand. As far as I know, they all report in English or else I wouldn't be able to read them. Which i do on a daily basis. does he mean the beginning ICAO identifier letter? if this is what he means, then the first letter in the US denotes the country (K or P) and in Europe the first 2 letters denote the country (LK) Czech Republic, (LO) Austria, (LF) France, (EG) United Kingdom etc...

Actually I believe P is for Pacific and Pacific Islands to include Alaska.

English Measurements (kilo vs. Feet), not language, of course its in English language...geez
