Default +/- sign on Sectional

Anybody know where the reference is that defines what the + means? Such as on the NY Sectional for the NY Class B (+05 and +12).
Came up on a CFI Oral!

Yeah, I got that part. You do not need a + sign for that. One place in the legend for Class D says a - sign mean "up to, but not including xx" No where does it mention about a + sign??

I'm pretty sure that the +05 means the airspace is ABOVE 500'MSL, but I can't find any reference to that. I'll keep looking.

I found a reference on the back of a NY TAC. If you open up the chart, on the flap thats below the regular legend, there is an example of class B altitudes. Below that it says '(Floors extending "upward from above" a certain altitude are preceded by a (+). Operations at and below these altitudes are outside of Class B Airspace)'
