Just an outsider looking in, but I'd imagine that it's all coming from upper management realizing finally that you can't make money in charter when you own the airplane and they are feeling the pinch. Then that pinch works its way down the food chain to the lowest people on the food chain.
Just a guess.
This is what happens when you have a 121 carrier try and dip into the 135 side. Same thing is happening with red stripe from what I hear. Bean counters have no place on the 135 side of things. It frustrates them because of the uncertainty.
