Uh.... If by "airmen" you mean general officers and PA clowns.
Although if you happen to be at McChord and not playing there is a need to clear the ramp. And thus you can get a C17 to take anywhere else (so long as the Sonics aren't there).

There's a blurb on the af.mil site where the Rodeo "Commander", Brig Gen Martin, tries to substantiate the existence of the event...he says it's AMC's version of ACC's RED FLAG. YGTBSM. I respect Gen Martin, but he's off his rocker on this one.

I have to justify avery pound of fuel used in a fuel tracker just so we can fly jets from around the country to do this. And leadership wonders why we're cynical about saving gas when things like this are going. I get the whole camaraderie aspect but done, hound me for using the APU for 10minutes before takeoff when you're flying jets for hours for joyrides and then trying to justify it.
