Default Congress requiring ATP to fly Part 121?

Does anyone have knowledge or ideas about the bill Congress is attempting to pass in response to the Colgan Air crash in Buffalo, NY?

Last I've heard was that congress is trying to push through a bill that would require both the CA and FO to have an ATP in order to fly for a part 121 operation.

There is such a bill in the works in both houses and I suspect it will pass. But it provides a three-year grace period, so anyone currently employed should not lose their job. There is no grandfather provision, so furloughed low-timers may need to build time while on furlough unless they are sure they will get recalled in time to get to 1500 hours.
