R-ATP in Relation to Grad Date Question
I have a question about the R-ATP as it relates to graduation date.
There seems to be some ambiguity as to the eligibility of those who graduated from an institution with R-ATP authorization before 2009 being eligible for an R-ATP. So for instance, if someone graduated back in 2005 (with the required 60 credit hours) from an institution with a current LOA, are they eligible for a R-ATP at 1000 hours, or are the required to have 1500 hours? Or is this something that may vary depending on the institution?
I searched the "Eligibility" sections within the FAR/ACs/etc but didn't see anything specific. On the other hand at least one major flight school made it sound like they had to get authorization to grant R-ATP eligibility to graduates from 2009 and before.

im in a similar situation, i work for a school who just got our LOA 6 months ago and i graduated in 2011 or 12. and what i was told from our chief who did all the work to get the LOA said it would be retro active to all graduates.... weather or not that is true or not is another story. i want it in writing in some fashion cause i would look like an idiot applying saying "so and so said i was good"

It should be easy to find out. The AC that covers certifying an institution of higher learning for issuing R-ATP paperwork says the institution will add a certifying statement to student's transcript saying they meet the requirements of 61.160. So, does your transcript have this statement?

just spoke to my chief pilot and director of the school i work for and from what they were told you just need the 30 or 60 hours of instruction in the certain categories. when i get an official transcript for an interview it will not have the statement on the transcript but they will include a written signed statement saying i meet the requirements of the RATP regs since i graduated before the date this was all enacted but do meet the requirements of it since we were an existing institution that didnt change or institute new curriculum.
so talk to the management and the people who got the LOA. they might be able to shed some light on the situation. but i know in my situation which sounds very similar i am eligible for the R-ATP minimums.
from what i hear there is only one or two people authorizing the approved institutions and he/she is very understanding and helpful to the situation. could be worth and email or phone call.

Regarding restricted ATP if someone at a 141 accredited school with a loa to issue restricted, took 141 commercial ground but took 61 commercial flight at the 141 school with 141 instructors in 2008 but finally graduated in 2015 with aviation degree would they be eligible for restricted ATP?

The short answer is, no. You must have received a 141 graduation certificate from the commercial course and/or have Commercial Flight on your transcript.

What it sounds like you are saying is your educational experience was:
Part 141 Commercial Ground
Part 61 Commercial Flight
