Are people getting hired now by Eagle still getting a flow agreement?

Fairly easy to skip regionals and go to a Major or LLC if you plan it right. Consider doing Night cargo. Air Cargo Carriers, Quest Diagnostics, Frieght Runners, etc, will hire low time and you will get a direct path to build Turbine PIC time. Aviation outside of the US also hire low time for 121 like Copa, Avianca, Lan Chile, etc.

Question; C-208 PIC on Part 135 after a fair amount of time as an FO on ME airplane...will still make the cut?

Lots of opportunities to get your certificates revoked doing that kind of work. You can also get your life revoked...
