Default sectional question

I was looking at the San Francisco sectional and I noticed something unusual, can anyone explain to me what this is? I understand its some limitation to the class E, but why put 14,500ft when Class G can't be any higher then that anyways?

I notice that same thing is to the right of the airways. It does seem odd for it's location.
