The capital one visa has been good for several years (no annual fee) and was easy to work through a fraudulent charge issue a few years back. Big downside of that card though is no chip - they say they are slowly transitioning to Chip/Sign but they can't say when they will send out the new cards. This basically makes the card useless in Europe since you always have to explain the whole antiquated swipe/sign process. I did use it in Chile with no problems other than having to give a CI # which I just made up when I signed the slip.
The only chip/pin card I have is a Visa with Wells Fargo that does have a foreign transaction fee, so I try not to use it international unless I'm out of options.
I'd be curious to hear if anyone else has found a U.S. issued card with chip/pin and no foreign transaction fee.
Edit: just realized you were asking about ATM cards. I'll leave this up in case it helps someone.

Quick question regarding pay protection for rescheduled trip: I just checked my June schedule was notified of a change to my 12 day carry out (spill) trip has now been cut down to a 10 day. Original trip departed June 28 thru July 9th and was worth 75 hours. New trip is now 10 days and worth 63 hours..they also shuffled the layovers a bit early in the trip and now my June projected credit is about 9 hours less than my original award...any one know how the pay protection will work for the June and July months will work out. I am not too concerned about next month as we still have to bid for July but wondering how my pay will pan out for June..my time card reflect the newly built- reduced value pattern so that is the cause of my concern..Thanks in advance for any replies...will start with a call to the CPSC tomorrow and move on from there.

I have a Capital One Visa and the AMEX Platinum card for international travel - no foreign transaction fees. I'll probably only keep the Amex for a year as the annual fee ($450) is pretty high, but for the first year there are a bunch of kickbacks that make it worth it. Downside for Europe is it is chip and SIGN, not PIN, which is the standard over there.

I've used Etrade bank account ATM for nearly 17 years and they don't charge an ATM fee anywhere, at any atm in the world. I've used it in multiple countries and in a myriad of us locations as well like casino's and gas stations.
What I mean is they don't charge and they fully reimburse for whatever the machine owner charges.

The July portion is paid based on the new rotation.

I use my Wings Financial (Old NWAFCU) ATM Card. No fees. Worked great anywhere in the world I went.

Yep, second this. Works everywhere we've gone on 5 continents, and Wings has great customer service and low loan rates (airplane loan is through them @ 2.99%). Very happy with them, recommend if you live anywhere near a branch.
