It didn't go anywhere because the chief FAA doc changed his position and came up with a policy that ALPA and AOPA agreed with. It is not unusual for congress to use proposed legislation to get what they want from a federal agency. Happens all the time. The only reason this happened was the threat of legislation from congress.

REALLY, read the NPRM comments. Very few where in favor of maintaining the 3rd class medical.

ANYONE can comment on the NPRM and groups with a special interest in the result of the NPRM do. So just because EAA, AOPA, and the other groups who are pushing this amendment said, 'YES! Eliminate 3rd Class Medicals' in the NPRM, doesn't mean it is the right thing to do.

In my direct communication experience, the FAA is pretty reasonable and listens to the expert rec, and if possible we get people flying again with a special. For the third class medical it is really not that restrictive, and disqualifying conditions are generally reasonably disqualifying.
We've seen several discovered conditions with the aviation physical and gotten people into treatment for everything from heart disease to early cancer.
Keep in mind there is essentially no drivers license medical. So if you eliminate 3rd class then grandpa who hasn't seen a doc in 25 years can take the grandkids for a ride in his aeronca. Very bad things can happen.
The sleep apnea criteria would affect a relatively small (large )group of obese pilots, and with some good effort and exercise BMI can be controlled which is in the pilot's best interests anyway.

Sorry but gramps does not need a medical to fly the Champ as a sport pilot so what difference does 3rd class medical make?

As a doc again I tend to deal with more the medical issues and physiology and not the rules, but the rules are pretty lax and they let us doctors bend them as appropriate, so I don't think the elimination of the 3rd medical is necessarily required and I'm not sure why the issue gets so much attention in honesty.
And no, I don't get any money from any groups or FAA or from doing examinations (beyond regular doctor duty), before somebody accuses me of being paid by the FAA or a shill.

If only there was a way to ground people for potential poor headwork, poor decision making, overconfidence, more money than sense or ability ...
Those issues kill far more GA pilots than the medical issues that the 3rd class medical screens out
