The reality is, if you have plenty of PIC and many years of volunteer time, and the recruiters are all telling you that you need more, you need to figure out what's going on. So obviously, there's something wrong. Perhaps you are turning people off when they meet you personally. Perhaps there is something glaring on your applications, like something missing or something that looks bad. If you actually want a job, you need to figure it out, and not blame it on other people. Recruiters can sense a bad attitude miles away. Consider using one of the specialized consulting services, it would be worth the money.
