I believe you are correct, since you already have a CFI so at one you point you already proved you can comply with instructing fundamentals, etc. etc. It should be a matter of showing that you're an IP in a ME aircraft to gain the MEI rating.

Sheppardair.com has a couple good links to the applicable FARs and the exact wording.

I brought copies from my NATOPS jacket. In the VAQ community (FRS included) we use a standard form letter that lists all available quals; as a qual is earned the CO would sign/initial next to the individual qual granted (sort of PQS style): section lead, division lead, NVG-I, FCF, NATOPS-I, Instrument Checker, etc....this was the "designation letter" the Inspector appeared most satisfied with.

I also had on hand several copies of old NATOPS and Instrument checks indicating I was a NATOPS-I and Instrument-I. The inspector also appeared satisfied with that documentation.

The regulation is so new I would guess most inspectors are figuring out what their paperwork requirements will be. My Inspector had a copy of the new FAR out and walked through it as I pulled paperwork to satisfy each step/requirement. Part the bill refers to having underwent instructor training. I think USAF IPs actually go to instructor school, whereas Navy is more IUT syllabus and a CO endorsement. My Inspector seemed perfectly content with me not having a "graduation certificate" and only showing a CO sign-off.

Another wicket that may require explaining is for the CFI - Instrument. It's not assumed that just because you're an IP that you're also an "Instrument IP." I didn't see that one coming, but fortunately I had a sign-off designating me as an "Instrument Evaluator." There's probably many legitimate ways to satisfy this part.
