The code, as of this message, is:
RR - Restricted RadioTelephone Operator Permit
1. Log into the website. FCC Universal Licensing System (ULS): ULS Home
2. You have to have the FRN registration completed.
3. Click on Apply For New License.
4. Select code RR as stated above.
5. Complete application.
Should be easy as 1+1 =3

The whole idea behind this plan is genius. You send them a bunch of money, they send you a meaningless piece of paper that allows you to do something you have been doing for years.
