I am also one of the casualties of this year's board. Fleet EP, 2xEP Shore (non community), EP CVN tour (Shooter), Masters Degree... Add all of that together and get seven months to retire. Unfortunately (and truly fortunately), I am prior enlisted so I do not have the option to go SelRes to get the rest of the hours I need to be competitive at the big boys. I have one shot at FTS on the Fall board and then to the nearest regional that will hire me to build hours (which is where the retirement check will help to cushion the pay blow to some extent).
The VP community has been brutal on pilots the last two years (49% last year, low 30s this year). This year we had a pretty large expansion to the number of people we screened, but promoted essentially the same number. Although the immediate impact (to the Navy) will not be extremely negative, the longer term implications for future leadership will be massive. I feel for my Aviation Brethren five and ten years from now...

They don't type you at all. It's not required to fly the C-40A. But, the training you do meets the requirements for a type rating. You have to find a FSDO or examiner that will submit the paperwork to add it to your ticket. I believe the reason for the delay is that you are supposed to log AC time before you are type rated, and you will not log AC time until after you upgrade (1-3 years depending on how much you fly with the squadron). I think it's because the CFR says: "Completing an official pilot-in-command check conducted by the military services of the United States" as part of the requirements for the type-rating training.
So, going to a C-40A squadron will get you 737 time and lots of great contacts at most of the majors/lcc/cargo spots you want to work, but it will not get you a type overnight. If you are a junior Navy O-4 and want to fly a lot, it's a great place to be.

TACRON= SLACRON...you do nothing there, you supervise the supervisor who watches a junior sailor conduct mode 4 checks all day long. That's it. For real. In the active duty world it is a shot in the head for a pilot. In the reserve world it is strangely okay to be there for a pilot. You can actually advance there. It is the easiest sea duty in the history of the navy. How do I know. Because I did it for a year before I dropped my resig letter and got picked up by a VR squadron...

But even so, you can use the "down-time" to do JPME, masters, etc. If stay in the reserves, you'll eventually be in units where you don't have much downtime.

This is simply not true. There is a change in the regs (wording) which allows you to get a type rating out of the box. Once you get your initial training in the c-40 and you have your natops x and inst x completed you can simply go to your local fsdo and get your type right away. I know because I believe I was one of the very first c-40 drivers to do this. And I have 0 TPIC in the c-40. So it is possible and helps down the road. I just got hired at AA and it definitely helped that I had the type.

For promotion? Yes, you get credit for doing a good job in your previous position. They usually don't let people transition who don't have a chance at their next board.

As has been said, most transition guys/gals have the requisite paperwork in their JO tour, what they probably won't get is a FITREP in a shore tour, but will probably make up for some of that as they do a super JO(1st tour in their airplane post transition) then right into DH so it seems to come out in the wash. YMMV.
