Almost...if you drop the "or" above. Like Ditka said, you need to have the NATOPS IP designation. Having given an instrument check (or many) ALONE, w/o the instructor designation would not be sufficient.

Good clarification. From the Naval perspective I didn't know there were instructors who weren't NE, NI or ANI. Having said that, it has been quite a while since I was in the Navy.

At last on my end all FRS IP's are at least an ANI, some NE's. Usually only 2 or 3 IP's in a fleet squadron are NI or ANI qual'ed.

Agree with Able, you do not need to be a NI or ANI, simply designated as an Instructor Pilot / Instrument Check Pilot.... This is common in the P-3 world.
I understand that not all FSDOs are alike. I have heard of some, generally in Fleet concentration areas, that have been very difficult to work with. I took my test results (Shepard prep), NATOPS jacket, and logbook to the Dulles FSDO, and they signed my CFII and MEI off with no issues (P-3 IP). I will have to do a Single Engine CFI checkride in a complex/HP plane to add the CFI ticket.
In the end, make sure you take the refresher courses every two years and don't let the certifications expire. They are not easy to get back.

Mongo the first part is true-assuming that you attended some sort of training course-like the p3 bubbas have FIUT or the VT bubbas a have FITU.
I know there are dudes who were not instructors on any level scamming the system using how the 3710 aircraft commander duties include "training" as a way to justify the equivalency.
That's Not the intent.
Or primary IPs using that to get a multi engine CFI-when they were never designated as instructors in a ME aircraft.
Obviously it's up to the FSDO, but that's the type of stuff that's going to ruin it for the legitimate IPs.
