Is this that pesky airline hiring wave decimating the AFRES/ANG ranks thing again?....
The catch is it's an ART position.

We don't have ARTs in the ANG, we have Military Technicians (MTs). We just call them Technicians for short. Essentially the same. The position will be Dual-Status, and you'll have the opportunity to make extra money using AFTPs, UTAs, AT, etc. We'll advocate as much as possible for the highest Step GS-13 we can get to start.

If you're not an instructor in the jet what's a realistic step?

Same basic question as beavf16 above--must the individual be presently rated as a T-38 IP, or are you sending someone to PIT?

If you're not an instructor, good luck getting manpower to grade the position a GS-13.

No PIT required. We have a T-38 checkout program here locally and you'll eventually get upgraded to Mission Commander, IP, and likely SEFE. All current and qualified fighter pilots and T-38 pilots are encouraged to apply! If you're currently flying heavies, that's not a disqualifier but you have to be previously qualified in the T-38 or a fighter aircraft.

It will be a GS-13, step X. The "X" will be as high as I can get for the chosen candidate.

Can you elaborate on this? Our group seems to think they hold the hammer on the steps.

The catch is you're in a Guard squadron attached to an active duty wing...

But given that the 38 portion of it is mostly part timers, sounds like it could be a heck of a deal if you want to live in the area and don't desire the airlines. I like the idea of a part time CC, we need to get more of that back in the Guard.
