ANY person who joins the military in ANY capacity has an eight year minimum obligation, period. That can be served in any combination of AD, drilling reserve, or IRR. Usually AD incurs a minimum AD obligation, depending on MOS, and voluntary bonuses/schools can of course extend that.

The way it usually plays out is someone joins AD, gets a 3-5 year MOS commitment, and then leaves at five. They are still in the IRR for at least three years after AD ((or they could do that time as a SELRES).

Enlisted will automatically fall out of IRR at eight years unless they reenlist.

Officers retain their commission and can be left in the IRR until they hit HYT for their rank (they can even get promoted in the IRR if they had a strong record and get boarded before they spend too much time in the IRR). If the service is low on manpower/end-strength in the reserves they will likely just leave you in the IRR after the eight years until you hit HYT. If they are overmanned, they'll separate you at eight years (you'll get a letter in the mail). If you don't want to be in the IRR, send in a resignation letter six months prior to your eight-year date, with an effective date at the end of the eight years...that should get approved.

Navy IRR normal get one paid muster day per year, but if you no-show they won't waste any resources doing anything about it. Technically they could come looking for you but Navy hasn't done that in decades at least. I've heard other services might be more "pro-active".

Probably a bad idea to blow off IRR muster...I don't know of any provision to give you a bad FITREP or anything of that nature but it might get documented administratively and at the very least could create a problem if you decide to return to SELRES or AD. If the muster conflicts with your schedule, contact them and see if you can just come in on a weekday at your convenience.
