I don't know the current ROE in the AOR (nor do I even claim to know the past ROE for such a weapons platform like a DDG obviously) but somehow I seriously doubt that the rhetoric is spot on and accurate from Secretary Kerry.

My $1 bet is that everything went down exactly as scripted in the big picture. A many others have said here - -nothing new here. It is just a chance to talk big on TV and manufacture a platform for some chest thumping on the world stage.
ROE is very very restrictive... Could they have shot the plane down with ROE? Sure, just like I could have won Powerball since I live in a state where it's played...

Once is a show or presence, twice is just showing off. I can personally rattle off about half a dozen "non-allied" nations boats I've.... Flown by. We just don't do it over, and over and over, begging to show up on YouTube, nor do we self incriminate by posting pictures for trolls.

We do it to show support for our allies in the region, makes them feel better.

Russia doesn't have a really good reason to come all the way over here (unless they're signed a mutual defense pact with Canada that I don't know about).
