so what's the point of having one of those if there is no test or anything like that involved? and who requires you to have one?what is it used for?

Do you always ask questions that are so easily answered by about 1 minute of reading, after 10 seconds of doing a web search?

PMeyer, my questions is what the point of having it was, since having one is useless in practicality, its kinda small talk, trying to have a conversation...

Your reply had no answer, and some might take it as offensive. Next time before you reply without having something to say that would contribute to the conversations stop and think, please and thank you.

You need one to operate an aircraft in foreign airspace. Private pilot stuff.

Just did it. Although a few years have gone by since the post the directions are still good. "RR" is now listed as Restricted Operator. Still costs $60.

You go online fill out the application (5 mins tops) and send your $60. Just another way for the goverment to make money.
