If you're senior then you can try that. Basically you put in your preferences, and there are many options to pick from and then the system awards schedules in seniority order trying to fullfil your preferences. Things like days off, start/end times, layover cities, etc.

"The List will be brought up to date as of January 1st, April 1st, July 1st and October 1st of each year and posted within twenty (20) Calendar Days thereafter. An electronic spreadsheet copy of this List will be given to the MEC Chairman."
I expect an email on 4/20, if not later.
They way I read it was, when it does come out, it'll be 20 days out of date. So don't expect the 3 new hire classes in April and the upgrade classes from 4/1-4/20 to be accounted for yet.

If an FO gets bypassed for upgrade cause he doesn't have the time, does he upgrade as soon as he gets the time or does there need to be a vacancy put out? And does the guy who bypassed him get displaced bag down to FO if he right on the cuff?

There's no bump/flush. Once he has the time he has to wait for a new vacancy award to come out and bid for it. If there are captain openings and there aren't too many people senior to him that are also waiting for it then he will get a class. It works that way at every company. With all of the movement it won't take long. There's about 8 upgrades a week. And being a smaller company you'll only have to get through 350 people to upgrade, not 800-2000 depending on the company.
