Unless you're a current CA at 9E, the SSP won't mean much to you. Specially if you're a new hire, since your upgrade would be uncertain at this point due to reduction of fleet.
First officers are eligible for interview, but that's kinda outside of the SSP process, they'll look at you and if you have astronaut qualifications, they'll call you for interview. I think out of almost 1000 FOs, 2 have been called to Interview
Edit: If you apply as off the street, but are currently employed by 9E, they'll tell you to go back to 9E and wait for your turn via SSP. At least that's what they were doing up until January.

Highly connected or qualified? Not trying to stir the pot, but after a relatively long stint in the corporate aviation world, I need to get back to the airlines. DAL is my number one choice, would it be easier to get there from 9E or another non Delta carrier?

Yes. We are at a grand total of 2 FO's hired through the SSP. Good luck.

If DL is your number one option, I would get on with anybody else but 9E first. IMHO, you would have better chances on getting into DL through another regional/off the street.
Ofcourse, there are other factors that are not tangible, like DL strong connections, whether you have college degree, military background, etc.
My point is, dont go to 9E as a newhire in order to take advantage of the SSP process thinking you'll get to Delta quicker. As stated before, you have to be a CA in order to be considered for interview under the SSP. As things stand now at 9E, a new hire has more chances of being furloughed before getting a chance at upgrade.

The SSP is only available to pilots that were on property at the time the SSP was signed. It will not help any new hires yet. That can be changed though. FOs are not eligible for the SSP. Any FO that has been hired has had to do the off the street process, not the SSP,
