That'd be misleading to tell new hires with 121 experience as they'd think they could upgrade in just over a year.
Is it really true about CJOs bypassing? If they're good enough to pass a Delta interview, they would easily pass an upgrade course. I know one FO CJO from 2007, he took the 900 upgrade. Currently a JFK 900 CA even with a CJO.

You get a 6mo seat lock from going to Delta if you take the upgrade.

For me it has nothing to do with ability. It's the 6 month holdback. Not to mention that the CJO is contingent on discipline. Sitting reserve as a captain as a commuter is much more painful than 19-20 days off a month and a commutable line as an FO. Plus, why even care about PIC time when you already have the job? 6 months lost pay from not upgrading can pretty much be made up with a couple picked up trips at 150% if you even care. Most senior FO's will make around 70k anyhow. Too each his or her own!

Vacation for new hires is pro-rated by months of service.

Word on the street is management was in DC three weeks ago. Looks like the FAA has to work out the details, so look for the program in the year 2096.

As mentioned already, many don't want the possibility of having the 6 month CA obligation hold them back from a Delta class. So many senior FOs with CJOs bypass. Makes sense. Others do not want to give up the cushy schedules, and maybe a select few do not want to risk losing a CJO due to a jeopardy training event. In my case, if I get a CJO I won't see a class for at least a year...so I chose to take the upgrade. The above reason is part why the upgrades have gone incredibly junior.
