The posted hour requirements don't make sense. How are they getting around around the Kelley interpretation?

Read it again, these are the requirements in addition to those required of the regs.

Basically PSA is more restrictive. While someone is qualified per the regs with say 1000 turbojet 135 pic per 121.436, its not enough for psa.
