I believe that HA was unable to buy the Island Air Cert.

It's not a true flow in the technical sense (i.e., getting a Hawaiian seniority number when hired on at 'Ohana). It's more of a "preferential hiring" program that you have to apply for and may not be accepted into: "pilots interviewing for a position at ‘Ohana by Hawaiian will have the opportunity to also APPLY to Hawaiian’s Flow-Through hiring program. Candidates ACCEPTED to the program..." If you have the experience and the hours, you'd be better off foregoing the flow and applying to Hawaiian on your own (once accepted into the flow program, you can't apply to Hawaiian on your own).

I would say it is similar to Commutair and the CPP.
Get hired at Commutair, then take the Hogan, then interview at UA while employed at Commutair, get accepted, and then keep your nose clean and flow in.

Two weeks of Indoc in Coeur d'Alene, Idaho; four weeks of simulator training at Flight Safety Houston; and three to four weeks of IOE at HNL. Recently the success rate has been decent. A little over two years ago it was rumored to be dismal...
