Can't find anything that says they do.

So the FAA trusts them to do recurrent, but not initial?

Initial can end up with a new ATP certificate, recurrent is just recurrent.

What about if you already have an ATP?

Speaking of ATP, I got my ATP in 1995, but my credit card style pilot license issued years ago has the date as 2013. What's up with that?

Reissue when they removed SSN from the certs.
