Can anyone explain what a radar fix is?

Exactly what it sounds like, a fix which requires ATC to track your progress via radar and notify you when you cross the fix. This would be due to no available radio navaids which can provide a good fix, usually at lower altitudes.

One that ATC has agreed to call on a regular basis, and which has been flight inspected.

Sometimes, a radar fix is the only way for a minimally equipped aircraft to identify a fix on some IAPs.

Authorized radar fixes are charted on approach charts.
