I'm sticking with 500'. We have a whole different set of low altitudes rules that we have to good through if we good below 500' - and I'm doubting that he would have forgotten the altitude if he were below 500'.
I concede though that I know nothing of low altitude training rules as they apply to USAF heavies.
Btw - how big do you expect a shadow of a C-17 to be from 500'

The 250 below 10 speed restriction does apply, however there are ways around it. Depends on the situation, but you don't always have to be in a MOA.

Remeber the shadow on the ground is the same size whether at 500' or 50,000'. Well actually being 93,000,000 miles from the sun, I guess there is a bit of difference between the two altitudes.
