Depends on what engine the airplane has. Those were Block25's that still had the old Pratt 100 engine that had been "hot-rodded" to allow a slightly higher FTIT prior to the war.
Normal Mil FTIT is around 935C and idle on the ground is around 400.
RPM is of limited performance value in an F-16. In an engine emergency it can be used to help diagnose if you have a problem. It's measured in percent of max so the max is around 100 (duh!) and the min is around 60-70.
