That is the FAA perspective, and the battle-cry of the 141 flight school sales manager, but it is CRITICAL to remember that FAA policies ARE NOT binding on employers in a matter like this.

Employers can consider whatever they like, and the industry standard is that if a cert or rating was at stake it was a failure. And yes, there are ways they can find out.

Do you really think that when they show you the door for lying about a failed checkride that you are going to get out of it by telling them that the GA inspector down at your local FSDO said it was OK? Let us know how that works out for you...

If you attended a 141 school because you thought you could not fail a checkride, you were SCAMMED. Take the lesson to heart, and move on.
