757/767 is a common type rating. There is no further approval required.
As for how FDX decides to handle, that is up to them.
My guess for why they (Mgt) agreed to separate bid packs is there is No 767 sim yet, and everyone initially will go to Seattle to train and MGt didn't want to send 300 pilots offsite.
