Nothing in the past ever forced them to provide health insurance and they could have done this any time.
In the end if they need to provide benefits to recruit and retain, they will. If they don't, they won't. Unless those 15,000 vote union and negotiate for it.
Causation is clearly evident, in a few years you are also going to enjoy paying taxes on the value of your insurance regardless of provider.
Union or no union.
