On the surface this could be true...... but in practice, the pairings that aren't disputed are given out in secondary lines, reducing the open time parings.... the company then assigns reserve lines to some secondary line holders to "plus up" the reserves in anticipation for using them for disputed parings.

Now if someone pulls the DPs out of open time, you have excess guys on reserve.....as well as guys who have potentially many hours over average BLG...... in addition to all the other problems with flying DPs

However, if they have to, the reserves have already been "built in", thereby not "costing" them anything.
