You generally aren't taking work home or being forced to show up, start working, and then only get paid when the "engines are turning", at least that's been my experience with the labor laws and compensation.
JNB is generally correct, but much depends on your CBA.
In my organization, GS-14s are non-exempt employees.
Our managers (GS-15 and/or pay banded) are exempted employees and do not get OT.
