If you're airline seves SFO you are in fact eligible to purchase employe coupons. I did this just recently.
I bought the employee coupons before I was based in SFO. I just showed my ID and they didn't even check what airline. If I were the OP I'd just show up at the parking office on the 3rd floor of short-term parking and ask for some coupons...
