You should be able to hold any base within a month of finishing IOE, if not sooner.

There are a decent number of flights. It is a MX base.

I have no idea about the 1 year thing. It is currently an SSP, but some speculate it will become a real flow. We should all find out in the next few weeks.

Is there a specific reg. regarding this ? or is it a case by case basis at airline discretion ? would 135 PIC time in a passenger carrying turboprop (certified for more than 10 seats) count towards the 1000 hours ?
It is an FAA requirement. Part 135K counts, but not just part 135. Right now, if you meet the minimum requirements, you can upgrade immediately after finishing IOE.
5.- Do you guys feel that a new hire would be better off at Mesa or PSA (careers wise) ?
This is strictly an opinion. I will leave that to you to decide.
6.- How much can an FO at PSA expect to make during the first year if they are able to pick up a reasonable amount of extra flying ?
During training, you get per diem 24/7, so pay is decent ($3000/mo). After that, if you don't mind working, 85+ hours is certainly attainable. You can hold a line earlier in TYS than CLT, so that is a consideration.
7.- What does the interview process at PSA consist of ?

In order for 135 time to be considered, it must be turbojet pic time in an airplane with a seating capacity of 10 seats or more not including pilot seats.
