Recommend everyone take detailed notes including location, time, altitude, etc and file a complaint with the FCC here:

When there are enough complaints, The FCC will start "actively listening" and recording the transmissions from the various field offices nation-wide. They do have Direction Finding equipment as well. If enough folks start complaining, perhaps something will get done.

If the perpetrators are not identifying themselves by stating their full callsign during the transmission (N-number or Company/Flight number) then essentially they are violating FCC regulations and should be dealt with accordingly.
