Instead of paying current pilots 10k per person they recommend, Compass could pay each new hire about 7 bucks an hour more, or about $48/ hour.

Unless it's a lump sum of 10k, they're likely betting on the recommending pilot not collecting all of it (leaving before the residual balance is paid).
