The "complex" items are agreed to already for the most part and for the remaining expensive items they can just look at our peers and KNOW every single piece of our CBA and "plan" for anything. Not that they do much "planning" around here.

It will almost surely require some brand embarrassment (picketing, media, billboards, etc...) or a transactional event to get them to agree to a CBA prior to their original plan (hell freezing over).
