They aren’t uncontrollable if someone else (Horizon) can do them. Yes, Skywest still gets paid and it doesn’t necessarily count against your metric. The reason Alaska cancels the flights is so things doesn’t snowball into the rest of the day.

Heck, if you could just get your RNP stuff together, you could be doing winter Juneau work for Delta. Delta would rather pull out entirely rather than accept the abysmal reliability you were giving us.
Weather isn’t controllable.
Alaska and Delta both contract for a product. That currently doesn’t include RNP or CAT III. Everything comes with a price.
Thus far, the “bean counters” have determined that the cost outweighs the benefit. If they want it, they will get it. RNP is in the works.
