Spirit doesn't want to pay the fines so all of the NK aircraft have a reflective vest onboard and company policy is to wear them during all walkarounds no matter where or when. Nobody I ever talked to minds wearing them, it's considered part of the job no big deal. If NK can afford to put them on all aircraft and train their employees to wear them, I'm pretty sure any other airline can figure it out too.
They do require that pilots procure and carry their own flashlights, but that's because people are far more likely to steal a nice flashlight than a reflective vest.
