I am from Canada and it is legal to do an approach if RVR is fluctuating above and below minums and I can’t find anything that discusses that for FAA (including my Op Specs).

So if required approach RVR is 1800 and reported RVR is 1600V2400 can you initiate the approach? As mentioned in the Title this is for Part 135.

Thank you for your help.
Instantaneous RVR is controlling, the variables are just for information. There will be an instantaneous RVR given, and if not you need to ask for one. As long as the instantaneous RVR is at or above 1800, you’re good to go.

Also applies to 121.
