Yes, afaik from my friends flying at different majors this is exactly how it is there as well. Its not like the regionals where you flew for a few different majors so your dependents could fly on those same couple different ones as well.
ZED travel restrictions come from the other airlines allowing you ZED travel, so those restrictions are common as well.
Is there any airline that gives buddy passes that can be used for another airline or ZED travel? Sorry not trying to sound rude, it's a real question, I'd be shocked if there was but that would be a cool perk.
