You can argue semantics if you want. Typically people who cite the pilot shortage are referring to scarcity, which is not the case right now. Hence, the pay shortage...for now. The point being that without increased pay, there won’t be enough pilots attracted to the job and willing to pursue the job.
I can’t help it if people are not educated. It is in fact a shortage not a scarcity as it will eventually balance again as more qualified pilots are produced through market forces.
Of course retirements at the majors have not really kicked into high gear yet, so we shall see what happens then.
