Kitty Hawk managed the postal contract before FedEx got it around 2000. But there were several carriers operating for the USPS. The post office decided they wanted one carrier to operate the system. They catalogued the cargo operators in three levels. Little mom and pop 135s, mid size carriers like Kitty Hawk and Evergreen and the two national level carriers UPS and FedEx. They determined that to provide the nationwide service they wanted it would have to be either UPS or FedEx. And they determined that UPS would not work out since there was a history of bad blood between UPS and the USPS. So the contract was handed to FedEx.
