We are flying a fraction of flights we were in the 2000's. Airlines have adapted, less flights = less pilots required. If regionals were doing 2.2 million departures a year like in 03, there would be hundreds of cancellations everyday due to lack of pilots.
You can't compare those numbers. 2003 they were flying 19 seaters doing 7 legs a day.
Number of departures is a silly measurement, when the industry has completely changed from those years.
