Can't do it with 14 BV days, but here's how you can do it with one week of vacation—
Line up a single-trip pay period with a pay period in which you have vacation, such that the vacation week is within 48 hours of the beginning or end of the trip. Elect for OCV, and also elect to not restore your pay deficit. Entire pay period off.

See page 2 of the latest IPA OCV Guide (ver.12).
Fine print: you lose pay, which you may choose to restore the next four pay periods, but you do indeed turn one week of vacation into four weeks off.
